Who is taking the Power?

The scene Ad-Hoc is extremely tensed. All the eyes and ears are focussed on the different attacks that have been developed by each side. After the nuclear bomb that was denotated on South Jub, affecting more than 50.000 persons, the President of South Jub, Sun Jay, declared his surrender on the headquarters of the United Nations due to the humanitarian crisis that the country is living, so now South Jub is out of the war.

However, the battle is very far for ending. This morning the notice of the migratory crisis in Ignam has alarmed the Middle East, it is the second worst in the actuality. Also, a commercial plane bombs the city of Tihron, capital of Ignam, and destroyed the airport. On the other hand, another Nuclear Bomb was denotated. This time, the Martinica Island was destroyed and all the Crocsbian region is now on emergency state declared, and the radiation is about to become a major issue for the nations.
Right away, all the Nations are waiting for the negotiation conference that is going to be on the next days on Peñaland, capital of Coldania.

On the other hand, the crisis in Russia gets worse. The country, in charge of meeting the needs of the nations of the coalition, continues without water, without communications, and without supplies of gas or energy. What should be the next step for this country to retake the control?
